 About Child Protection Services

Child protection services (CPS) is a federal agency responsible for reviewing child abuse allegations, assessing if child abuse or neglect has occurred, and intervening to ensure that the child has a secure environment. In most cases, CPS organizations help families find adequate support services to protect and strengthen their children's well-being. These organizations also obtain alternate placements for children when it is considered appropriate, or seek the revocation of parental rights. While CPS organizations vary by state and region, they have universally recognized and adopted professional standards of practice.

When sending a report to CPS, it is necessary to include as much detail as possible about the child and the event or circumstances that contributed to the presumption of violence. State laws protect reporters' identities should they want to remain anonymous. However, particularly in the hospital environment, it is suggested that parents or guardians be informed when a medical professional is going to make a report to ensure a transparent, truthful relationship with the caretakers of the child (to the extent possible).

The most effective way to warn parents or guardians is to show concern that anyone can harm their child, rather than accusing them of violence. The doctor will ask if the parents know of someone who could be harming their child while presenting this information. Although the doctor-parent relationship may be strained, parents typically react to transparency and directness better than to secrecy. This should promote a more secure working partnership while the child is staying in the hospital and enable proper follow-up treatment.

When a complaint is made, there is a duty for the CPS department to investigate the accusation of violence. Laws differ by state as to whether any case must be fully reviewed by the CPS agency.4 This remains a contentious topic as states struggle to reconcile their child protection requirements with scarce financial resources.

The CPS inquiry starts by obtaining all relevant information about the case. The investigation process is illustrated in great detail by many state laws and regulations. Many of the most serious abuse cases include contact with the child and family within 24 hours and other cases within 72 hours. 4 Interviews are performed with the child, parents, other family members, and other persons who may have knowledge of the particular claims or of the care of the child in general by the family.

Many jurisdictions have child advocacy centers in place to support and direct the process of interviewing the child. Children's resource facilities, including forensic interviews, psychological strategies, victim counseling and resource, and case management, have a multidisciplinary team approach to child violence inquiries. In order to perform forensic interviews of a neutral, fact-finding type, such facilities have a secure, child-friendly atmosphere. These departments also collaborate with law enforcement and CPS in partnership to reduce the number of times the child victim is interviewed.
